How can God be in the heavens, yet be limitless and unconfined by space, when everything God created has a measure? Does this mean that God has a measure?

The statement that Allah is in the heavens is evidenced by the texts of revelation, such as His saying, the Most High: "Do you feel secure that He who is in the heaven would not cause the earth to swallow you?" (Quran 67:16), and the saying of the Prophet, peace and blessings be upon him: "Have mercy on those on earth, and the One in the heaven will have mercy on you." It is obligatory to believe in what has been established by the text of revelation. The meaning of His being in the heaven is His attribute of loftiness, for in the Arabic language, "heaven" (السماء) is applied to everything that is high. And Allah, the Glorified and Exalted, is above the Throne, and the Throne is above the heavens.
