What is the ruling on an employer agreeing with a Saudi employee to use his name to register him in the Saudization support system, whereby the Saudi receives 1500 riyals monthly without working, while the employer benefits from the remaining 1500 riyals and from bringing in a foreign worker?

It appears from what has been mentioned that the employer is using a trick to circumvent the state's condition in order to obtain the allocated privileges. This action is not permissible for him, nor for others to accept it or assist him in it, due to Allah's saying: "And do not cooperate in sin and aggression," and due to the Prophet's (peace be upon him) saying: "Muslims are bound by their conditions."
