What is the ruling on money acquired from a fictitious job under the Saudization system, and must it be returned, and what is required to perform sincere repentance?

If the state obliges governmental or other entities to employ some of its citizens, and salaries are paid according to contracts, there is no harm to the employee in the salary he receives as long as he has devoted himself to work, and it was the employing entity that did not assign him work. The determining factor is enabling the benefit. However, if the impediment to work comes from the employee himself, then the salary is not permissible for him, and he must return it.
