Is describing the فعل (action) of the Prophet, peace and blessings be upon him, as "fleeing" – with the intention of escaping the oppression of the disbelievers – considered an insult or an aspersion, given the citations "the Prophet, peace and blessings be upon him and his family, fled from the polytheists" and "Moses, peace be upon him, fled from Pharaoh"?

A person's statement: "The Messenger of Allah, peace and blessings be upon him, departed from Mecca to Medina fleeing," requires clarification: If the intention behind it is cowardice and逃避 [fleeing] from conveying the message, then it is disbelief (kufr). But if the intention is that he departed with Allah's permission, fleeing from the harm of his people, then there is no blame upon him. It is better to avoid this phrasing and replace it with "emigration" (hijrah (definition)), for he emigrated with Allah's permission and command, as in His Almighty saying: "And say, 'My Lord, cause me to enter a sound entrance and to exit a sound exit, and grant me from Yourself a supporting authority.'" This does not contradict his departure while being pursued and fearful of his people, for natural fear and taking precautions do not diminish one's faith nor contradict reliance on Allah.
