Is it permissible for a pilgrim in the state of Ihram to make the intention for Ihram and begin the Talbiyah from his home before reaching the Miqat, according to the Maliki school of thought?

It is disliked to assume the state of Ihram before the Miqat according to the Maliki and Hanbali schools, and it is one of the two opinions of the Shafi'i school. However, the Ihram is valid and effective in this case. It is preferable that the Ihram begins from the Miqat, in emulation of the Prophet, peace and blessings be upon him, and the Companions, may Allah be pleased with them. It is recommended for the pilgrim to perform ghusl and wear the Ihram garments from their home, and to intend the Talbiyah at the Miqat so that their 'Umrah does not begin with something disliked.
