What is the correct ruling regarding shortening or completing prayers while moving between oil fields in the desert and staying there for varying periods?

The majority of scholars are of the opinion that if a traveler intends to stay for four days or more, the ruling of travel ceases for him, and he is considered a resident. In this case, he must pray in full and is not allowed to avail himself of the concessions of travel. Some scholars, however, are of the opinion that he may avail himself of the concessions of travel as long as he does not intend a permanent stay. Both opinions are valid and supported by evidence.
