Is emigration from Germany to a Muslim country like Egypt obligatory, and if it is obligatory, is it permissible to take money for performing Umrah if there is no money available for emigration?

Emigration (Hijra) from disbelieving lands to Islamic lands is obligatory in some cases, whereas Hajj or Umrah are obligatory once in a lifetime for those who are able, regardless of whether they are in an Islamic or non-Islamic country, and whether emigration is obligatory or not. If the conditions for the obligation of Hajj are met, then one must depart for it immediately. If emigration is obligatory, one should not return to the country of residence if possible, so that the performance of the Hajj obligation is combined with emigration. However, if the conditions for the obligation of Hajj are not met, then it is not obligatory upon you. If emigration is obligatory and a means to achieve it is found, then one must depart for it, even if the person is unable to perform Hajj.
