Is it obligatory to emigrate from a country that prohibits adherence to Islamic rulings, such as growing a beard and praying in the mosque? And what are the conditions and places of emigration? Is it permissible to emigrate to Europe and America, given that Arab and Islamic countries do not allow immigration to them?

Scholars have mentioned that there are six types of legitimate Hijra (emigration/migration): Hijra from the land of disbelief to the land of Islam, from the land of innovation to the land of Sunnah, from a land where the unlawful predominates, fleeing from harm to one's body, wealth, or family, leaving a land afflicted with plague for fear of illness, and fleeing for fear of harm to one's wealth.

Hijra is obligatory for anyone who is unable to openly practice their religion and is capable of emigrating, while those who are unable to emigrate are excused. Hijra is recommended for those who are able to openly practice their religion in the land of disbelief.

If a Muslim cannot openly practice their religion, they must emigrate if they are able. If they are unable, they are excused, and they must fear Allah to the best of their ability. If there is no Islamic state, and living in Europe or America allows a Muslim to openly practice their religion, then there is no harm, provided they do not acquire citizenship, unless they are compelled to do so.
