What is the authenticity of the two hadiths: "There is no year with less rain than another, but Allah diverts it," and "There is no hour, by night or day, but the sky rains in it, and Allah diverts it wherever He wills"?

The first narration from Ibn Abbas, may Allah be pleased with them both, was transmitted by a group including Abd bin Humayd and Ibn Jarir, and its wording is: "There is no year with less rain than another, but Allah directs it wherever He wills."
