How sound is the Hadith: "There is no hour of night or day except that the sky rains in it, which Allah directs wherever He wills"?

The aforementioned Hadith, "There is no hour of night or day except that the sky rains therein, and Allah directs it wherever He wills," was narrated by Al-Shafi'i, and it is a weak Hadith.

As for the narration from Ibn Abbas, "No year receives more rain than another, but Allah directs it throughout the earth," Al-Albani graded it as authentic.

Al-Baghawi mentioned in his exegesis of the verse, "And indeed, We have diversified it among them," that rain is distributed among lands. He also quoted Ibn Mas'ud's saying that Allah has apportioned provisions, and rain descends in a known measure. If a people commit sins, the rain is diverted to others or to the seas.
