Is the Hadith, "There is no night except that the sea oversees them three times, asking permission to burst forth upon them, but Allah Almighty restrains it," authentic or weak?

The hadith narrated by Ahmad and Ishaq from Umar ibn al-Khattab (may Allah be pleased with him), from the Prophet (peace and blessings be upon him): "There is no night except that the sea oversees the land three times, seeking permission from Allah to burst forth upon them, but Allah Almighty restrains it," is weak because one of its narrators is unnamed and ambiguous. Sheikh Al-Albani also classified it as weak.
