It is prescribed for a Muslim to offer condolences to his brother Muslim concerning the calamity of his brother being killed by way of retribution (qisas), because the wise Sacred Law has encouraged a Muslim to offer condolences to his brother. The Messenger of Allah, peace and blessings be upon him, said: "There is no Muslim who consoles his brother in a calamity but Allah, the Glorified, will clothe him with garments of honor on the Day of Resurrection." And if the Hadd punishment of execution is carried out on a killer in this world, that serves as an expiation for his sin.
