Is it permissible to clip nails and shave hair for someone who intends to perform Hajj before entering into the state of Ihram, before the month of Dhul-Hijjah begins, and without the obligation of offering a sacrifice (Hady)?

It is permissible to trim nails and shave hair (other than the beard) after the beginning of the first ten days of Dhul-Hijjah for those who are not offering a sacrifice (Udhiyah). As for those who intend to offer a sacrifice, they must refrain from taking anything from their hair, nails, or skin until they have sacrificed. If the pilgrim (Hajj) intends to offer a sacrifice, he should not take anything from his hair or nails except when shaving or shortening them for the rituals.

As for the pilgrim performing 'Umrah, it is permissible for him to shorten his hair for the 'Umrah, even if he intends to offer a sacrifice in his home country.

If the questioner has done so (cut his hair or nails while intending to offer a sacrifice along with Hajj), no expiation (fidyah) is required of him, and he should seek forgiveness (Istighfar).
