Is it permissible for a pilgrim to take from his hair or nails if he has intended to offer a sacrifice?

It is not permissible for the one offering the sacrifice (Udhiyah) to take anything from his hair or skin after the beginning of the first ten days of Dhul-Hijjah, based on the saying of the Prophet (peace be upon him): "When the ten days begin, and one of you intends to offer a sacrifice, then let him not touch anything from his hair or skin." This applies specifically to the one offering the sacrifice. As for the pilgrim performing Tamattu' Hajj who intends to offer a sacrifice in his country, it is permissible for him to take from his hair when he exits the state of Ihram from his 'Umrah or Hajj, because taking from the hair upon exiting Ihram is an act of worship (nusuk).
