What is the ruling on naming elderly women "Qawa'id," and is it permissible for them to remove their hijab on the grounds that they are among the Qawa'id?

The Quranic verse: "And as for the elderly women who do not expect marriage, there is no blame upon them if they put aside their outer garments [but] not displaying adornment. But to modestly refrain [from that] is better for them. And Allah is Hearing and Knowing" (An-Nur: 60) refers to elderly women who neither desire marriage nor are desired for it.

What is meant by "their outer garments" is the outer clothing such as the jilbab and the cloak, and not the exposure of 'awrah. It is not permissible for an elderly woman to expose her hair, face, or hands if she is desired. It is stipulated that she must not be displaying adornment that attracts attention. And for them to modestly refrain from putting aside these outer garments is better for them, just as it is better for young women to be modest.
