What is the ruling on a young man who violated a girl's honor under the guise of an unregistered marriage, and she became pregnant by him? Is it permissible for the girl's father to carry out the prescribed punishment (hadd) on her due to the state not implementing Sharia? And would the father be sinful for placing the child in an orphanage after its birth?

It is not permissible for anyone other than the ruler to inflict the legal punishments (Hudud), whether the perpetrator is a relative or a stranger. This is because it is the sole prerogative of the ruler. If it were left to individuals, chaos and corruption would prevail. Scholars have unanimously agreed that the Imam (ruler) is the one who inflicts the legal punishments.
