Is a wife entitled to seek divorce after discovering that her husband is not the person in the picture based on which she agreed to the marriage, especially since the marriage has not yet been consummated?

The Sunnah (definition) is for the suitor and the prospective bride to see each other before marriage, and photographs are not sufficient for this. If the marriage takes place, the wife must be content with her husband if he is of good character and religious. If she cannot accept him for a reason related to his physical appearance, she has the right to seek divorce while returning the dowry, as happened with the wife of Thabit ibn Qays.
