If someone doubts the intention of divorce by implication, their divorce does not take effect. This is because the original state is the continuation of the marriage, and it is not removed by doubt. Al-Majd Ibn Taymiyyah said: "If one doubts the divorce, or its condition, it is built upon the certainty of the marriage."
