Fidyah and Expiation

• Is fasting obligatory for a patient in his eighties who suffers from a brain disease that has caused him to lose the ability to control the right side of his body and to express himself, and who has forgotten how to pray and the number of rak'ahs, while still understanding what is happening around him? And if he is exempted from fasting, is it permissible to give the fidyah for fasting on his behalf, at a rate of one and a half kilograms of wheat for each day, to one needy person at the end of Ramadan, or must it be given daily? And is it permissible to give this fidyah from private money, knowing that he has a small income that he has not spent since his illness?
• What is the solution for someone who has to make up 60 days of fasting but has not done so, and another Ramadan has passed, knowing that he violated the sanctity of fasting on a day in Ramadan?
• Do I have to pay a fidyah for delaying the make-up of Ramadan fasting, given that I made it up completely after eight years?
• What is the ruling on one who has not made up the days of Ramadan she owed for years, does not remember their number, and now works in a country with a hot climate, and wishes to pay a financial fidyah for each day she did not fast, so that this money goes to her needy family (mother, two sisters, and an unmarried young brother), knowing that she is responsible for their sustenance and her salary is low?
