Is it permissible for non-Muslims to openly eat and drink during the daytime in Ramadan in a Muslim country?

It is not permissible for those in authority to allow the public display of eating and drinking during the daytime in Ramadan (definition) for anyone, whether Muslim or non-Muslim, as this violates the sanctity of the month. Scholars have explicitly stated this, and some jurists have even gone so far as to say that it is not permissible for a Muslim to give water to a Dhimmi (non-Muslim living under Islamic rule) during the daytime in Ramadan.
