The answer

It is not permissible to use papers and newspapers on which Quranic verses, prophetic hadiths, or the names of Allah are written, whether in Arabic or other languages. This is due to the debasement and disrespect it entails for the words of Allah, His names, and the hadiths of the Prophet, peace and blessings be upon him, as Sheikh Ibn Uthaymeen mentioned. A Muslim must venerate the words of Allah, His names, and the words of His Prophet.
