What is the ruling on eating raw kibbeh made of bulgur and raw meat?

Some scholars disliked eating raw meat, but the preponderant opinion is that eating raw meat is permissible because there is no prohibition against it, and the fundamental principle regarding things is permissibility. Accordingly, the mentioned dish consisting of meat, bulgur, tomatoes, and parsley is neither disliked nor forbidden unless it is proven to cause significant harm to its eater, harm that is considered so by Sharia (definition).
