What is meant by "for those whose families are not present at Al-Masjid Al-Haram" in verse 196 of Surat Al-Baqarah?

The meaning of the verse is that the obligation of the fidyah (definition) (ransom) for Tamattu' (a type of Hajj) applies to those who are not residents of the Sacred Mosque area, meaning those who do not reside in Makkah al-Mukarramah or within the boundaries of the Haram (definition). It was also said that it applies to those who do not reside within the Miqat (definition) areas or closer. Scholars have unanimously agreed that a person coming to Makkah for 'Umrah (definition) during the months of Hajj, intending to stay and then performing Hajj, is considered a Mutamatti' (one performing Tamattu' Hajj) and is subject to the same rulings as a Mutamatti'. As for a resident of Makkah who enters into ihram (definition) for 'Umrah from beyond the Miqat, then performs Hajj from Makkah while his family is there, no sacrifice is required of him. However, if a resident of Makkah moves with his family and then returns to Makkah during the months of Hajj and stays there until he performs Hajj in the same year, he is considered a Mutamatti'.
