Is it permissible to transplant hair at the front of the head to cover a large forehead that causes embarrassment and draws attention?

Hair transplantation is of two types: Permissible if it is to remove a defect or to restore the condition to what Allah created, because it falls under the category of medical treatment. And impermissible if it is for seeking beauty and adornment, because it falls under the category of changing Allah's creation. So, if the absence of hair disfigures one's appearance and draws attention, then its transplantation is permissible and considered a form of medical treatment and removal of a defect, while being careful to conceal this adornment from non-mahram (definition) men.
