It is not permissible to accuse anyone of theft or fraud, or to circulate their picture along with such accusations, unless there is legitimate proof, such as a judicial ruling, documented evidence of theft, a verified confession, or a video clip showing the theft, because the original state is innocence. Publishing accusations without proof is an injustice and harm to the accused and their family. The Prophet, peace and blessings be upon him, said: "If people were given whatever they claimed, some people would claim the blood and wealth of others, but the oath is upon the defendant." Whoever accuses an innocent person and publishes their picture has committed a great sin, for publication is the responsibility of the official competent authorities, not individuals.
