Is it permissible to intentionally damage an insured car—government insurance—in order to obtain financial compensation, and does the fatwa differ based on whether the ruler is Muslim, unjust, or an infidel?

Commercial insurance on lives or properties is not permissible due to the presence of gharar (definition) (excessive uncertainty) and qimar (gambling) therein. It is forbidden for a Muslim to insure his car unless he is coerced. In such a case, he is not entitled to receive the insurance amount except for what he has paid. It is also forbidden to intentionally damage the insured item to obtain the insurance amount, as this falls under consuming people's wealth unjustly.
