Is there a public interest in prohibiting the import of used car spare parts, despite a previous Cabinet decision allowing it, and what is the impact of the prohibition on importers?

The previous fatwa (definition) was based on the state's prohibition of importing used spare parts for a public interest, and the obligation to obey the ruler in this regard. However, if the state does not prohibit it, there is no harm in selling and benefiting from them. Since the Council of Ministers has issued a decision permitting their import, this abrogates the previous ban in that country. Each country has its own law, and there is no contradiction between prohibiting it in one country and permitting it in another.
