The answer

Moving the forefinger during the is permissible according to the majority of scholars, but they differ on its manner. The Malikis believe it should be moved continuously, while the Shafi'is believe it should be moved once when saying "illa Allah" (except Allah). The Hanbalis, however, believe in pointing with it when mentioning Allah, but without moving it. The proof for this is the of Wa'il ibn Hujr: "I saw him moving it, supplicating with it."
