The question

Is it permissible for the one afflicted with سلس (urinary incontinence) to wash the affected area and wear a cloth (protective measure) shortly before the prayer time begins, in order to catch the congregational prayer, or is that, like his ablution, only permissible after the prayer time has commenced?

The answer

It appears from the words of some scholars that a person afflicted with سلس (incontinence) is obliged to wash the affected area and guard it with a cloth for every obligatory prayer after its time has begun. Some scholars, however, preferred that it is not obligatory to renew the washing and bandaging for every obligatory prayer due to the hardship involved. Some scholars, such as the Malikis, mentioned that a person afflicted with سلس is not obliged to perform wudu' for every prayer, nor to wash the place of impurity.
