The two rak'ahs of Fajr are prayed before the obligatory Fajr prayer. For one who misses them before the obligatory prayer, some scholars are of the opinion that they should be prayed afterwards, while others hold the view that they should be made up after voluntary prayers become permissible. It is most preferable to make them up before the Dhuha prayer, as they are among the most emphasized regular prayers. Indeed, the Prophet, peace and blessings be upon him, "was most diligent concerning the two rak'ahs of Fajr," and he said: "Pray the two rak'ahs of Fajr even if horses pursue you."
