The answer

He who doubts the impurity or purity of water should base his judgment on certainty. If the impure water remains in the toilet, then whatever splashes from it is impure, and whatever of it touches clothes must be washed. However, if the impure water is removed by pouring pure water over it, then whatever splashes from it is pure. The quantity of water required to remove impurity is not estimated by a specific measure; rather, the impurity is multiplied with water until its trace is removed, except in the case of the impurity of a dog and a pig, which must be washed seven times, one of them with earth.
