The answer

It is permissible to recite whatever is easy from the Qur’an in the Witr prayer, and reciting specific surahs is recommended but not obligatory. It is also permissible to recite the Qur’an as a means of supplicating to Allah Almighty and seeking the fulfillment of needs through it, as this is a form of permissible intercession through righteous deeds. It has been authentically reported from the Prophet, peace and blessings be upon him, that he said: "Recite the Qur’an and ask Allah by it before a people come who recite the Qur’an and ask people by it." It is recommended for a servant to ask for whatever they wish of worldly and otherworldly matters through the Qur’an, or to supplicate after reciting it. However, designating specific surahs for the fulfillment of needs without evidence is considered an innovation.
