The answer

The Torah is the uncreated word of God, and God wrote it with His hand. As for what was narrated from Ka'b al-Ahbar or what was reported as مرفوع (raised to the Prophet) that God "did not create with His hand except three: Adam, the Torah, and the Garden of Eden," it is from the words of Ka'b al-Ahbar, and the chains of narration raised to the Prophet, peace be upon him, are weak. And even if these reports were authentic, the phrase "creation with the hand" applied to the Torah is by way of predominance, for the Torah is the word of God and not created, whereas Adam and the Garden of Eden are created.
