Is it for the Imam to recite the remembrance, "None has the right to be worshipped but Allah alone, He has no partner. To Him belongs all sovereignty and praise. He grants life and causes death, and He is over all things competent, in His hand is all good," (one hundred times or ten times) facing the Qiblah after Fajr or Maghrib prayers?

The recitation of "tahlil" (La ilaha illa Allah) after the obligatory prayers was reported from the Prophet, peace and blessings be upon him. However, the specific mention of reciting it after the Fajr and Maghrib prayers, and before the worshipper changes his sitting position, comes in a disturbed hadith (definition) with a weak chain of narration due to defects such as "Shahr ibn Hawshab" and irsal (missing link). Even if this hadith were deemed hasan (definition) (good) by some scholars, it can be interpreted as referring to the congregant (ma'mum). As for the Imam, he should turn his face towards the people and not prolong his sitting facing the Qiblah. Alternatively, the intention could be that the dhikr is recited while remaining in place after turning to face the people. In conclusion: it is more likely that this hadith is weak, and even if we assume its authenticity, it does not necessitate the Imam delaying his turning to face the people.
