What is the meaning of the Hadith: "None of you truly believes until his inclination is in accordance with what I have brought," and what is its authenticity?

The aforementioned Hadith (definition) has a weak chain of narration, and it was deemed weak by Al-Albani and others. However, its meaning is sound, and what is intended by it is an urging to complete submission to the rulings of the Shari'ah brought by the Prophet, peace be upon him, as Ibn Taymiyyah and others have indicated. The origin of this meaning is found in the Noble Qur'an, such as His saying, the Almighty: "But no, by your Lord, they will not believe until they make you judge concerning that which has occurred between them, and then find no discomfort within themselves from what you have decided and submit in full submission."
