Is the removal of dead skin visible on the lips, face, and body, which comes off when wiped with a coarse cloth, considered one of the prohibited forms of exfoliation? And is its removal with a coarse cloth or brush considered forbidden exfoliation?

The prohibition against peeling is mentioned in a weak hadith (definition) that is not authentically attributed to Aisha, may Allah be pleased with her, stating that the Prophet, peace and blessings be upon him, "cursed the peeler and the peeled." The "peeler" (al-qashirah) refers to a woman who treats her face or another's face with red dye to make her skin clear, and the "peeled" (al-maqshurah) is the one upon whom this is done, as if the top layer of skin is peeled off. This is a change to Allah's creation, and the prohibition ceases when its underlying reason ceases. This does not include removing dead skin or what is known as scurf (qashaf).
