What are the stages of development of Islamic legislation and what is the fruit of these developments?

Islamic legislation was revealed gradually, which makes it easier to accept. This gradual approach is evident in the prohibition of intoxicants, which occurred in four stages: 1. Indicating that intoxication is not a good provision, as stated in the Almighty's words: "And from the fruits of the palm trees and grapevines you take intoxicants and a good provision." 2. Clarifying that the sin of intoxicants is greater than their benefit: "Say, 'In them is great sin and [yet some] benefit for people. But their sin is greater than their benefit.'" 3. Prohibiting prayer while intoxicated: "Do not approach prayer while you are intoxicated." 4. The definitive and comprehensive prohibition: "O you who have believed, indeed, intoxicants, gambling, [sacrificing on] stone altars [to other than Allah], and divining arrows are but defilement from the work of Satan, so avoid it."

Gradualism is also manifest in the prohibition of usury: 1. Stating explicitly that usury does not grow in the sight of Allah: "And whatever you give for interest to increase within the wealth of people will not increase with Allah." 2. Referring to the prohibition of usury for the Children of Israel and their disobedience: "and their taking of usury while they had been forbidden from it." 3. Prohibiting compounded usury: "O you who have believed, do not consume usury, doubled and multiplied." 4. The general and comprehensive prohibition of usury: "So fear Allah and give up what remains [due to you] of usury."

Similarly, gradualism is clear in inviting people to Islam, as in the Prophet's (peace be upon him) advice to Mu'adh ibn Jabal when sending him to Yemen, prioritizing the call, starting with monotheism, then prayer, then zakat (definition).
