Charitable organizations are not considered among those who work with zakat (definition) unless the ruler appoints them to collect it. In this case, they are not entitled to any portion of the zakat except what the ruler grants them. However, if the ruler has not appointed them, it is impermissible for them to take anything from zakat funds as salaries, nor from general donation funds, except with the knowledge of the donors.
