The answer

Whoever possesses the minimum taxable amount () and a year has passed on it, becomes obligatory upon him. If his salary is insufficient or he is in debt, then he is eligible for zakat, even if he possesses the minimum taxable amount of wealth. As for undivided inheritance, if it is sufficient to repay the debt and cover expenses, then he is not permitted to receive zakat. However, if it is insufficient or if it is a dwelling property, it does not remove the description of poverty from him. He is permitted to receive zakat from his brothers to repay his debt, or for expenses if he does not inherit from them.
