Is it permissible for an Imam in the Ministry of Awqaf to take Zakat al-Fitr, or is it obligatory for him to give it out, given that he possesses his daily sustenance?

Zakat (definition) al-Fitr is obligatory for an individual on behalf of himself and those whose maintenance is his responsibility, provided that it is surplus to his and his dependents' essential food on the day of Eid, according to the Shafi'is and Malikis. The Hanbalis add the condition that it must also be surplus to the cost of housing, a servant, an animal, and necessary clothing. The obligation to pay Zakat does not contradict receiving it if a person is poor and needy. Ibn Taymiyyah chose to disburse Zakat al-Fitr only to the poor and the needy.
