The poor and the needy who are eligible for are those in need who possess nothing, or possess only some of what suffices them. The sufficiency of a poor person is determined according to the custom of their country, their expenses, and the expenses of their dependents. If the salary and savings are sufficient for basic needs, then they are not considered among the poor. However, if they are not sufficient, then they are among the recipients of Zakat and receive from it what fully suffices them. One can refer to the local Dar al-Ifta ( Council) to determine this.
