Is someone for whom money for building a house has become available, and who works for a small salary that is only enough for rent and food, and who is a high school student, considered among those eligible to receive Zakat, and is it permissible for him to take Zakat al-Fitr or money?

The poor and the needy who are eligible for Zakat (definition) are those in need who possess nothing, or possess only some of what suffices them. The sufficiency of a poor person is determined according to the custom of their country, their expenses, and the expenses of their dependents. If the salary and savings are sufficient for basic needs, then they are not considered among the poor. However, if they are not sufficient, then they are among the recipients of Zakat and receive from it what fully suffices them.
