Is it permissible to perform ruqyah and read (Qur'an) over a woman afflicted by possession or the evil eye while she is menstruating, or over a man who is ill while he is in a state of janabah?

For the reciter of the Quran, purity from major ritual impurity is a condition, such as from janabah (definition) (state of ritual impurity following sexual activity) and menstruation. As for the ill person, it is more complete for them to be pure as well. However, if a menstruating woman falls ill and is harmed, it is permissible for her to recite during menstruation out of necessity, whether the illness is due to touch, magic, or the evil eye.
