How authentic is the Hadith: "Allah is above the Throne, and the Throne is above the water; nothing of your deeds is hidden from Him"?

Al-Dhahabi mentioned that Ibn Mas'ud said: "The Throne is above the water, and Allah is above the Throne; nothing of your deeds is hidden from Him." He also stated that its chain of narration is sound. Sheikh Al-Uthaymeen said that this hadith is mawquf (stopped) at Ibn Mas'ud, but it has the ruling of being marfu' (raised to the Prophet) because it deals with unseen matters that cannot be known through opinion, and Ibn Mas'ud was not known for taking from the Isra'iliyyat (Jewish traditions).
