Is it permissible to combine and shorten prayers, and what is the ruling on fasting, for those who have come from Syria and have been residing in a camp on the Greek island of Samos for seven months, and who intend to continue their journey to Europe?

If a traveler knows that he will stay in a certain place for four days or more, the ruling of travel ceases for him, and it is not permissible for him to shorten the four-rak'ah prayers nor to break his fast in Ramadan. He is permitted to combine prayers if it is permissible for a resident. However, if he does not know the duration of his stay or expects to depart on any given day, he is allowed to avail himself of the concessions of travel.
