Am I allowed to shorten and combine prayers in the camp, given that all means of livelihood and a mosque are available, knowing that I am a refugee and have completed six months in this place, and I intend to travel from it but do not know when?

It is not permissible to shorten prayers (qasr) or combine them (jam') during travel for someone who intends to stay for more than four days, or who believes that their need will not be fulfilled except after the passage of four days. As for the traveler who is permitted to avail themselves of the travel concessions, it is someone who does not intend to stay for more than four days and does not believe that their need will not be fulfilled except after the passage of four days.
