Is it permissible for a woman to recite the Qur’an aloud in front of men during the school radio broadcast, knowing that it is not permissible for her to call the Adhan?

A woman's voice, in relation to a non-mahram man, falls into one of two categories:

First: If the voice is natural, without any melodious tone, then there is no harm in her speaking, unless the listener derives pleasure from it, in which case it becomes forbidden for him.

Second: If the voice contains a melodious tone and elongation, then this is not permissible for the woman, nor is it permissible for the non-mahram man to intentionally listen to it.

It is disliked for a woman to recite in a loud voice in the presence of non-mahram men, for fear of temptation. However, if there is no fear of temptation, then her recitation is not disliked. The Shafi'is have explicitly stated that it is disliked for a woman to raise her voice in prayer in the presence of a non-mahram man, for fear of temptation. A woman should lower her voice when reciting at night.
