What is the ruling on teaching Muslim women to recite the Qur’an on the radio (women’s program), and is the voice of a woman considered 'awrah, bearing in mind that those who recite the Qur’an are elderly, except for their teacher who is 35 years old?

The voice of a woman is not considered 'awrah' (private and unlawful to expose) according to the soundest opinion among scholars. It is permissible to listen to it as long as there is no 'khudu' bil-qawl' (softening of the voice in a seductive manner) or if it does not lead to 'fitna' (temptation/disorder). This is based on the statements of Umm Atiyyah and Aisha, may Allah be pleased with them both, and the Hadith of Buraydah which indicates the permissibility of listening to the singing of a non-mahram woman. However, it is not appropriate for a woman to recite the Quran over the radio if her voice involves melodic intonation and beautification that could lead to some men deriving pleasure or being tempted by it.
