What is the ruling on living in a country where corruption is widespread, and what are the implications of that?

It is not permissible to reside in non-Muslim countries for someone who cannot perform the rituals of the religion and fears temptation (fitna), due to the dangers that entail, including: enabling disbelievers over Muslims, being influenced by them in creed, diminishing the feeling of hatred towards disbelief and evil deeds, lack of security from torment, and exposing offspring to corruption. For this reason, the Prophet, peace and blessings be upon him, said: "I am free of any Muslim who resides among polytheists." Muslim countries are spacious enough for them.
