What is the ruling on drinking alcohol, and what is the ruling on a wife remaining with her husband who drinks it and has no intention of quitting?

What are called "alcoholic beverages" are indeed intoxicants themselves. Naming them differently does not remove them from being intoxicants. Drinking intoxicants is one of the great sins and a root of much evil. It is forbidden even if the drinker does not become intoxicated, because the criterion is whether this drink is capable of causing intoxication. This is based on the Prophet's (peace be upon him) saying: "Whatever intoxicates in large quantities, a small quantity of it is unlawful," and his saying: "Every intoxicant is unlawful, and whatever intoxicates a farq of it, then a handful of it is unlawful."

The husband's being unaffected by drinking intoxicants has no bearing on its prohibition; rather, it is unlawful until the Day of Judgment. The husband should be advised with wisdom and good counsel. If he repents, then praise be to Allah. Otherwise, it is recommended for the wife to seek a divorce. However, if remaining with him serves a greater interest, there is no harm in doing so, while striving diligently to reform him.
