Is it a condition to have the intention to travel in order to perform the shortened and combined prayers?

For a traveler to be permitted to shorten and combine prayers (Qasr and Jam‘), it is a condition that they intend to travel a distance of 83 kilometers or more. They are allowed to avail themselves of these concessions immediately upon leaving the last inhabited houses of their town. Therefore, whoever departs aimlessly, without the intention of traveling a specific distance, is not permitted to avail themselves of these concessions, even if they cover the travel distance, because the consideration is given to the intention, not the action. This includes someone searching for a runaway slave, or a tourist who does not intend to go to a specific place, or a commander pursuing an enemy without knowing their location.
