Therefore, whoever departs aimlessly, without the intention of traveling a specific distance, is not permitted to avail themselves of these concessions, even if they cover the travel distance, because the consideration is given to the intention, not the action. This includes someone searching for a runaway slave, or a tourist who does not intend to go to a specific place, or a commander pursuing an enemy without knowing their location.
